建设项目利益相关者管理:项目成功的关键指标

参与现在是一项国际议程,旨在确保人民充分代表他们的想法、感受和对涉及他们发展的事项的决定。据观察,
大多数项目在实施后失败不是由于执行不力,而是由于利益相关者缺乏咨询和参与。本研究的目的是确定利益相关
者参与基层发展项目的障碍,并研究利益相关者参与对项目实施成功的影响。通过向加纳选定地区议会的普通公民、
社区领导人和地方当局工作人员分发结构化问卷收集数据。对结构化问卷的分析表明,在项目启动之前,对项目的
背景、技术和物质理由没有向利益相关者作出充分的解释。利益相关者认为,他们很难参与技术讨论,而且人们认
为项目执行者不愿意在决策过程中让他们参与,为此,利益相关者对项目成功的影响是重大的。为了克服涉众参与
和对项目有意义影响的挑战,涉众必须发展能力,以便在讨论中作出有意义的贡献,或将他们关注的问题委托给专
业代表。为此,项目实现者必须承认涉众的价值,并着手与涉众接触,以争取他们的参与,以增强项目的成功。
