建设海绵城市, 治理城市低洼积水的探索与思考

摘要

为尽快提升温州城区排涝能力，解决城市低洼积水问题，重点针对温州城区现状排涝需求及存在的问题，探讨结合海绵城市解决城市内涝问题的措施。通过建设海绵城市设施、构建运维调度体系、建立防汛管理体系、优化排涝系统规划、提升排涝泵站能力、优化雨水管网系统、提高智慧管控能力等方式，缓解城市内涝，治理低洼积水。

In order to improve the drainage capacity of Wenzhou urban area as soon as possible and solve the problem of low-lying water accumulation in the city, focusing on the current flood drainage demand and existing problems in Wenzhou urban area and exploring measures to solve the urban waterlogging problem in combination with sponge cities. Through the construction of sponge city facilities, construction of operation and maintenance scheduling system, establishment of flood prevention management system, optimization of drainage system planning, improvement of drainage pumping station capacity, optimization of rainwater pipe network system, and improvement of smart management and control capabilities, alleviating urban waterlogging and controlling low-lying water accumulation.
