摘要

英国政府 2012年对英格兰和威尔士的所设的酒精战略受到了广泛欢迎，却只在英国公共卫生部门收到了无
声批评的反应。尽管先前酒精行业对于滥用的潜在问题和首选政策的反应具有很强的连贯性。这可能是因为该策略
显示了公共卫生游说团体在酒精饮料定价这一关键问题上取得的进展。然而，该战略在更大的层面上存在许多问题，
除了价格之外，对基本的行业监管给予漠视的态度，更缺乏了对研究投资的承诺。在英格兰，酒类行业在基本经济
来源上高度依赖大量饮酒的消费者，所以若是消费者们乖乖依照安全指导水平来饮酒，他们很可能会面临重大经济
损失。为了解酒精行业在经济上远超出于英国政府低风险的指导方针，本文讨论了研究界面临的一些困境。
