Facing the new wave of scientific and technological revolution and industrial revolution，General Secretary Xi Jinping made a series of important remarks on scientific and technological innovation with a view to building a world power in science and technology. The basic contents of these important expositions mainly include four aspects：why we should carry out scientific and technological innovation，what path we should follow，who should rely on scientific and technological innovation，and how to carry out scientific and technological innovation. Its important value is mainly embodied in the three aspects：enriching and developing Marxist theory of scientific and technological innovation，promoting China's building of a world scientific and technological power，and contributing Chinese wisdom and Chinese programs to the world's scientific and technological innovation.
